HOUSING AND REDEVELOPMENT AUTHORITY
OF THE CITY OF SAINT PAUL, MINNESOTA
REPORT TO THE COMMISSIONERS DATE: DECEMBER 11, 2019
REGARDING: RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF LEGAL SERVICES AGREEMENTS WITH PUBLIC FINANCE LAW FIRMS, CITYWIDE
Requested Board Action
To approve the provision of legal services for the HRA from Kennedy & Graven, Chartered and Ballard Spahr LLP, and execution of master legal services agreements.
Background
Kennedy & Graven, Chartered currently provides bond counsel and related public finance legal services for the HRA in its development and redevelopment activities in consultation with the HRA Attorney under a Master Legal Services Agreement. In order to update the panel of qualified law firms, the City Attorney Office (CAO) issued a request for qualification (RFQ) for Legal Services for both the HRA and the City. The CAO evaluated several responses to the RFQ, and based on careful review recommends to the HRA Board two firms to provide legal services under a three-year agreement with an optional two-year renewal period. The recommended firms are Kennedy and Graven, Chartered and Ballard Spahr LLP. Ballard Spahr LLP currently provides bond counsel services for the City.
The forms of the proposed agreement with each firm are on file in the office of the HRA Executive Director.
The City Council has also been requested to take action with respect to the approval of these same two law firms to perform legal services for the City.
Budget Action
No budget action is needed.
